We heard several times from Conservative Members, starting with the hon. and learned Member for Beaconsfield, that the Bill was a mouse—I think that "a modest Bill" is the phrase that the Conservative Whips put out and which was repeated many times. The substance—[Interruption.] I am only reflecting what Opposition Members said.
