I completely agree on both counts. The number of people who participate in our elections from overseas is pitifully low, but there are reasons for that, and they are built into the system we as a House have devised for allowing such participation. I shall come on to that. The 13 million figure includes some 3 to 4 million of British national overseas passport holders who received their passports at the time when the Hong Kong colony was handed back to China, so they can be struck out of the 13 million. That gets us to a figure somewhere under 10 million. That figure is made up of estimates provided by each of our principal missions overseas as to how many British citizens are resident in the countries where they are based.
