I am rather worried by the Lord Chancellor's reply to the hon. Member for Hendon (Mr. Dismore). The point about schedule 4 is that it provides extra powers over and above those about public order, and as far I can see, it provides them for the purpose only of""maintaining…access to and from the Palace of Westminster."" The Lord Chancellor has, however, talked about using those provisions—not the more general ones, but those provisions—for more general public order purposes, and the schedule should not be interpreted that way.
