If the hon. Gentleman will bear with me, I need to make some progress, and I want my Back-Bench colleagues to speak on this matter, because it is very important. The amount that such retailers take in revenue is not the only important thing: the footfall is also important. I would have thought that the Government, who are trying to find extra income and who are today selling off some of the nation’s assets—we would agree with some of their measures, but they are having a one-off sale—would have considered why they are losing more than £3 billion in duty on black market and counterfeit cigarettes, and white imports.
