Borders, Citizenship and Immigration Bill [Lords]

As usual, the right hon. Gentleman is making a powerful speech, but when it comes to the specific issue of human trafficking into this country, is it not a good idea for an independent, arm's length commissioner to examine the whole situation, so that we can be given proper advice and information before making decisions?
