I know that my right hon. Friend does not mean that in a nasty way. I think that he is right. We are developing those proposals, but we needed the law to be established before we could publish the details for consultation. That is being worked on by stakeholders, and it will come back to Parliament. I accept the good spirit in which my right hon. Friend is speaking.
