Scottish Parliament (Elections etc.) (Amendment) Order 2009

One always wants to be able to say, "It wasn’t my fault", but I have a horrible feeling that the first drafts were presented to a Committee such as this. One had so little knowledge about how to organise a ballot paper that one was not able to exercise any judgment on them. As has been said, one would like to know the people who designed these ballot papers. The Minister talked about a consolidated order being brought forward before the next election. It would be interesting to know, in answer to another of my questions, whether there would be more definition of who has responsibility in drawing up these ballot papers and orders.
