Transfer of Tribunal Functions (Lands Tribunal and Miscellaneous Amendments) Order 2009

I thank my noble friend; I shall be brief. This is a weighty, impersonal, complicated and rather lengthy order and I wonder whether at this point he can tell the Committee what sort of people will be on the tribunal. I heard him mention judges. Are they always going to be legal professionals or will there be ordinary people? What sort of person is on the tribunal?
