I use again my basic example of the treasurer whose spouse suddenly becomes ill. It may not have been an inadvertent mistake on his part; it may be at the back of his mind that he should be sending off the return but he does not get round to it because there are other, more important things with which to deal. On the other hand, there is the treasurer who does not have it in his mind at any stage when he should do. That is the difference. Amendment 97 agreed.
