I thank the Minister for that reply. On the issue of "may" or "shall", I am aware that Governments always draft "may", but we have occasionally changed that to "shall" during our consideration of Bills. It is one of my specialities, along with reports.
I shall consider carefully what the Minister has said. I am not sure that we can assume that all future Governments would simply make technical changes, although I accept the likelihood that that might be the case. It is also possible that a future Government might make a change that ought to come back to Parliament, which is why the two later amendments are possibly more relevant here. I had forgotten the precedent of the Child Trust Funds Act, which I shall look at carefully before Report. I thank the Minister for his response and I shall consider it before the next stage. I beg leave to withdraw the amendment.
