Both of these seem to be sensible provisions, and I am sure that the Government agree with them. That brings us back to the issue that we have already discussed several times about what goes in or does not go in to the Bill. It is difficult to see why these two provisions should not go into the Bill, because I am pretty sure that the Minister is going to get up in a minute to say that the Government agree with the substance of both of them.
