I listened with care to what the noble Lord, Lord Steel, said, but I think his argument is fundamentally wrong. He can talk for however long he wants about Clause 9, but Clause 1(2) is very clear. It says: ""No recommendations for the creation of life peerages shall be made other than by the Commission"." My noble friend Lord Strathclyde is therefore absolutely right that that is a purpose of the Bill.
