I want to make technical point about paragraph (c) of the proposed new clause in Amendment A1, which says, ""to enable peers to retire"."
This seems to prove that that amendment has been tabled in a hurry at the last minute. Clause 12(1) says: ""Any member of the House of Lords who fails to attend the House during the course of a session, where that session exceeds more than three months in duration, shall be deemed to have taken permanent leave of absence"."
It is not to enable Peers to retire: this clause actually forces them to retire. So that is an inaccurate piece of drafting.
