My Lords, if this legislation is passed, I shall certainly live with it and I shall assist whatever local authorities I have influence with to cope with it in a sensible way, because that is what local authorities do—they spend half their lives trying to cope with government legislation in a sensible way. That task is sometimes easy and sometimes hard, and our job is to try to make it as easy as possible. However, having set out the principles and the genuine differences between us on how to achieve a common end, I beg leave to withdraw the amendment. Amendment 40 withdrawn.
