We cannot tell in advance how frequently this procedure will take place and it is idle to speculate how often it will occur, but occur it will. The points that I raised earlier were designed to throw up what I see as severe practical problems in the implementation of this legislation. We have not had any answers to those. We may get some answers as we proceed but it is unlikely that we will get any if we stay on this group of amendments, so it behoves me to beg leave to withdraw the amendment. Amendment 82 withdrawn. Amendments 83 and 84 not moved.
