[Interruption.] I am sorry to weary the House with this boring bit of procedure, which involves whether we debate a matter before it is added to a Bill, but does not that procedure specify that it relates to all Government amendments and new clauses, and was this not a Back Bencher's amendment or new clause, which is quite different?
