Before the Secretary of State leaves that report, I just wish to understand why the Government's response to the Constitutional Affairs Committee report stated:""At present, all three main parties in the UK are agreed in principle to some form of donation limit.""
He seemed to suggest that he was not in favour of that in principle and was, therefore, in some way, demurring. It would be helpful to understand why that statement was made in those terms.
