Perhaps the Minister might write to me about the issue of provider failure; I do not want to prolong things now. The noble Lord will understand why there has been the concern that there has been about the pilots. The potential impact of individual budgets on the healthcare service is enormous. The pilots in social care were not able to talk about longer-term effects, such as the effects on the number of providers, choice and so on. There are still many questions to be answered. That is why I moved the amendment, and I welcome the Minister’s response. I beg leave to withdraw the amendment. Amendment 62 withdrawn. Amendments 63 to 69B not moved. Clause 9 agreed.
