Page 42 of the document, Personal Health Budgets: First Steps, says: ""The ‘boundary’ between health and social care matters less to people than does getting the right services"—" as the noble Lord eloquently described and the noble Baroness, Lady Campbell, said on Second Reading— ""but too often it causes fragmentation"." As we have said in High Quality Care for All, one of the PCTs’ duties is certainly now to have joint commissioning with the local heath authorities. We see this as one of the enabling tools that allow more pooled budgets to come together, which is the principal policy that we are trying to encourage.
