I do not mean this in an impolite way, but the language of the assurance which the noble Lord asks me to give would be such an all-embracing piece of government policy, benign as it may be, that I shall demur from agreeing with him without reservation. What the noble Lord says is generally what we try to do, but I shall ask officials to look at his question to see if we can usefully add anything to that general observation.
