I understand the point about the economic context in which the Bill is now placed—it is different from when the Bill was originally thought out—but does the hon. Gentleman accept that the principles behind it, namely that to try to get those who are unemployed, regardless of the economic circumstances, into a mind frame where they can prepare themselves for job opportunities that may become available, and can look at their needs and their skills and then move forward, however tentatively, towards employment are the right way forward?
