I congratulate my hon. Friend on raising this issue—he has done us all a great service. He is right. Darwen council, which covers part of my constituency, has not displayed common sense. One of my constituents told me that"““it came as a complete shock to find my late husband's memorial labelled unsafe and banded.””" That was in September 2007. Darwen council has now learned its lesson. It tells me that when it topple-tests further graves, it will use in-house people who it has trained, and it will pay the costs of reinstatement. I thank my hon. Friend for forcing Blackburn and Darwen council to do that.
