I understand why the Minister has been very, very careful on that amendment, in which I sought to push him on a percentage, but are my hon. Friend the Member for Taunton (Mr. Browne), the hon. Member for Fareham (Mr. Hoban) and all of us right in thinking that, in England, the Government intend the majority of the funds at any one time to be used for the first intention, youth services and facilities, rather than for either or both of the other two priorities? Is that the clear policy intention?
