I am very relieved to hear my hon. Friend say that the review will take place within three years of the scheme being up and running. New clause 3(5) states that the review will take place"““within three years from the date when a reclaim fund is first authorised””."
Does that mean from when the fund starts work, or from when the Bill is passed? What is meant by up and running?
