My Lords, I am grateful to the Minister for her reply and to the Government for their sympathetic understanding of the need for a precautionary approach and that the size of the precaution must be proportionate to the size of the risk. I accept the Minister’s arguments as to why these amendments are not appropriate. I am grateful for the support of the noble Lords, Lord Best and Lord Dixon-Smith, and I hope the Minister will also keep them informed of discussions on this matter.
