But if these bodies are under a duty to get their students to attend up to the age of 16, is the legislation specifically with a cut-off—I suppose because that is the end of compulsory education? I may be delaying the Committee unnecessarily, so if I am right, the noble Lord need not reply; if I am wrong, he can write to me.
