I spoke to it in relation to resources. As I pointed out, there are limits to what local authorities can be expected to do and to spend in chasing up these young people. Clause 12 states: "““A local education authority … must make arrangements to … establish (so far as it is possible to do so)””."
What is possible to do may cost an enormous amount of money. Therefore, I propose that it should be not only possible but reasonable that it should do this.
