We have had an interesting discussion on this issue. I do not think that we have solved it and discussions will continue. Unfortunately, Report and Third Reading will happen rapidly before the Recess and I doubt whether negotiations will come to fruition before then. There is probably no point in pursuing this further today, but perhaps the Minister might know more about where negotiations are by the time we get to Report or Third Reading.
