Planning Bill

I thank the Secretary of State, who is being very generous. Are there any criteria or guidelines as to how the new consultation rights can make a difference to a proposal? Many consultations make no difference, and I am worried that people will feel that this is just a tick-box exercise, and not something that can deliver a different outcome.
