Because national policy statements may well turn out to be very prescriptive, by the time that individual inquiries start at local level, local people might find that the die is already cast on many of the issues covered by them. Will my right hon. Friend therefore spell out in greater detail the extent of public consultation on national policy statements—the length of time and the process that will be followed?
