Planning Bill

The Secretary of State is being phenomenally generous, and it is much appreciated. As the details of the Bill have emerged, a large number of my constituents have become concerned that it is not only the expansion of runways at Heathrow that will be covered by the new procedure, but changes to the pattern of operations and the ending of runway alternation. Can the right hon. Lady give us some clarification on that issue, because it is causing a great deal of disquiet?
