Manchester City Council Bill [Lords](By Order)

I regret to say that I cannot listen to every local programme, so I was not able to listen to the programme from the Solent, but when the study is undertaken I have no doubt that those undertaking it will want to pay close attention to the transcript of Radio Solent's programme. I am grateful to my hon. Friend for his intervention, as I wish to make it clear that we on the Conservative Benches and, I am sure, the Government and the Liberal Benches as well, do not in any way want to stigmatise lawful pedlars. I make that clear. It is only the small minority who cause a nuisance. It is they who have caused us all to be here this afternoon. That is the problem that we need to deal with.
