Perhaps the hon. Lady will contain herself until I come to that part of my speech, bearing in mind your strictures, Madam Deputy Speaker. The Minister pulls a face, but he or one of his colleagues told me in a written answer last year that since 2000 the number of people who have been on incapacity benefit for five years or more has risen by 270,000.
