I do not want to torture this analysis to death, but the hon. Gentleman has dug himself into a big hole today and I invite him to get out of it. He needs to do so; otherwise, there will be a big question mark over his position. Will he answer the question that I asked him a few minutes ago about whether it is now his policy not to give consent until a repository has been constructed? That is the import of his remarks. May I also reassure him that during the Public Bill Committee we shall publish more detailed proposals about the costing mechanisms, which will address the point raised by the Chairman of the Select Committee? However, in order to maintain the consensus, I invite the hon. Member for Rutland and Melton to answer the question that I have put to him clearly and unambiguously.
