Energy Bill

Proceeding contribution from Lord Hutton of Furness (Labour) in the House of Commons on Tuesday, 22 January 2008. It occurred during Debate on bills on Energy Bill.
I beg to move, That the Bill be now read a Second time. I believe that the Energy Bill, with the measures on planning and climate change, has an important role to play in implementing our strategy for tackling climate change and ensuring secure energy supplies. We are all aware of the scale of the energy challenges that the UK and other countries face. First, we need to take decisive and effective action to tackle climate change. The Climate Change Bill will establish legally binding targets for cutting UK emissions.
