Local Transport Bill [HL]

My Lords, I shall reflect on what my noble friend has said. I am not sure whether he is saying, on behalf of the Government, that it is entirely acceptable that one local authority should be able to trigger a review. I am not entirely clear from his answer whether that is deemed to be acceptable or whether his argument is that that is not what my amendment achieves.
