My hon. Friend made exactly that point in the debate. As the White Paper said, we are looking at whether certain decisions currently taken by Ministers could properly be devolved to local planning authorities—that is, looking at whether we could move in the other direction. Also, having listened to the responses to our consultation, our new proposal allows for a limited set of circumstances in which the right people to take certain decisions will be Ministers.
