To return to the excellent point made by the hon. Member for Sherwood (Paddy Tipping), who will be in charge? For example, if there was a proposal to build an eco-town in Salford, the Homes and Communities Agency established by the Government might say, ““This is a very good idea””, but the IPC might say, ““No, this is a poor idea.”” Given how the Bill is drafted, is not the truth of the matter that in the end the Minister will be pulling the strings from behind the scenes?
