Debate on the Address

I am grateful for this opportunity to contribute to the first day's debate on the Queen's Speech. A number of themes have run through the debate; one has been about the nature of devolution and the constitution. There are worrying aspects to how the devolution settlement is working. I have worked for devolution for years, but only on the basis that it would sustain and strengthen the Union. However, as we look towards the north of the UK, we see a Government determined for independence and separation. I find that tendency dangerous; it would be damaging not only for Scotland, but for England, Wales and Northern Ireland. In Wales, I see an appetite for further powers to be devolved to the Welsh Assembly, and I hope that they are. However, I see no appetite for independence. It will be interesting to see whether the discussions in Scotland show an appetite for independence.
