Indeed; I once wrote a long essay on that, but it was in English. The document makes it clear that the last time that we formally declared war was in 1942, although we have been involved in many armed conflicts since the second world war: 16,000 British service personnel have lost their lives since. The document deals with the issues about the definitions. Plainly, the rights of this House to make decisions on armed conflict go beyond any formal declaration of war.
