Perhaps I could just say that I want very much to echo what my hon. Friend the Member for Cities of London and Westminster (Mr. Field) has said. In supporting and welcoming the spirit of the amendment, I think that I speak for a lot of people in this Chamber when I say that anything that encourages more co-operation and consultation between the Mayor and the boroughs is a good thing.
