Greater London Authority Bill

Proceeding contribution from Robert Neill (Conservative) in the House of Commons on Thursday, 11 October 2007. It occurred during Debate on bills on Greater London Authority Bill.
Can the Minister help me on two short questions? First, in our tradition and process, where is there any example of a two-thirds majority being required to pass a budget? Secondly, is he aware of the evidence given by organisations in New York that the situation there has"““never caused any gridlock in the New York political process””?"
