Offender Management Bill

My Lords, from his previous work the noble Lord, Lord Ramsbotham, is in a position to know what most people involved in politics know—that there are not very many votes in prisons or in probation and so it is always difficult for Governments to spend enough on them. We all know that and we see the results of it in our national scene. It will be very interesting to see whether we can get an answer from the noble and learned Baroness which gives us the assurances that the noble Lord, Lord Ramsbotham, and my noble friend asked for.
