The reality of the previous Prime Minister’s Government was reflected by the fact that in the winter estimates, it became apparent that the headquarters of the National Offender Management Service was to receive £60 million to £80 million more than the entire front line of the probation service. We can see what the Government are in the business of doing. They are not just pulling power into the centre, but money with it.
