I always hesitate to intervene on the right hon. and learned Gentleman on a matter of procedure, but there is a clear distinction between the matter that we are discussing—the extension of time—and the substantive matter that we will discuss in a short while. I rather sense that the remarks that he wishes to make are more appropriate to the debate that is to come, rather than to this Question.
