I disagree with the right hon. and learned Gentleman who, if he studies these matters, will note that devolution is devolution from this United Kingdom Parliament—a decision made by this United Kingdom Parliament and by all Members of the Parliament. I can only quote to him the right hon. and learned Member for Kensington and Chelsea (Sir Malcolm Rifkind), who said:"““Either you are a Member of Parliament or you are not. If you go ahead with this, you will have 100 MPs . . . who are second-class legislators.””"
That is the issue at stake.
