Offender Management Bill

My Lords, I shall try to put this very important subject into a human context. I well recall the late Lady Lester telling me how she had visited a child in prison who had been involved in one of the most hideous crimes that had happened in many years. It was a really horrible story. She said that what really distressed her as she got to know the child through visiting her in prison was the discovery that that child had never ever been loved.
