My Lords, I thank the Minister for that positive reply. I entirely agree with the point that the noble Lord, Lord Jenkin, made about migration. I have received similar representations. I would be glad to support the amendment relating to the functions of the board that he has tabled with the noble Baroness, Lady Noakes, and the noble Lord, Lord Newby. I ventured to make a similar point last time around. With the assurance given by the Minister and the prospect of what might lie ahead, I beg leave to withdraw the amendment.
