Does my right hon. Friend share my view that (1A)(b) is too widely drawn? I shall give him an example. Say that a husband and wife jointly occupy a property. The husband assaults the wife and the judge makes an order that by law he is not to return to the property as long as his wife is there. He is then by law prohibited from occupying the property. Why should he escape paying rates?
