I thank the Minister for his detailed response. I also thank all those who took part in the debate. I make no apology for tabling the amendment as it is at the heart of what this is all about. I am very glad that the Breaking the Circle report is likely to be revisited, because things have moved on since then. Therefore, I should like to think that the initiative is ongoing.
